Keynote Address: OIL AND POLITICS: A VIEW FROM A RUSSIAN OIL COMPANY'S PERSPECTIVE
Sergey Chaplygin is the CEO of LITASCO SA (LUKOIL International Trading and Supply Company) incorporated in Switzerland and the exclusive international marketing and trading company of the LUKOIL Group.
Sergey Chaplygin was born on October 7th, 1970, in Murmansk, Russia. He is a Russian citizen.
In his younger years he joined the Russian Naval Engineering Academy; he later graduated from Moscow State Mining University, as a qualified economist and continued his education at London Business School, Senior Executive Programme.
He began his career working in financial services dealing in commercial projects and investments in the Baltic countries and the Russian federation. As the Commercial Director, he later joined an Estonian-based high-technology oil products transportation terminal which handled loading and storage of light products oil chemicals and liquid gas.
He then relocated to Moscow and joined “OTEKO-United Transport – Forwarding Company”, a market leader in the transportation of crude oil and oil products within Russia and the FSU as First Deputy Director General.
In 2005 OAO LUKOIL invited Sergey Chaplygin to head the division of supply and transport logistics and appointed him as Chairman of the Supervisory Board for “ZAO LUKOIL-Trans” as well as Chairman of the board of Vysotsk oil terminal. He was responsible for the consolidation and optimization of transportation assets within the LUKOIL Group such as oil terminals, pipelines and rail transport.
In 2007, he became the First Deputy of Vice President Valery Subbotin and headed the main division of sales and supply at OAO LUKOIL. He also became a Member of the Management Committee for “OAO LUKOIL-Trans” and was appointed as Chairman of the Board of Directors for LITASCO SA.
He has been in charge of trading and supply of LUKOIL oil and petrochemicals products, gas, LNG and LPG as well as the transportation & logistics of the crude oil and products. He also coordinated the planning of supply solutions for LUKOIL system refineries.
